The Basque Government's Deputy Ministry of Language Policy (VPL) has resolved the call for grants for 2015, which aims to consolidate, improve efficiency, develop and normalize the media in Basque. In total, 4.962.323 €, 94.000 € more than last year. Like last year, the scope has been the main criterion of distribution of aid, since in the case of the media that deal with daily information or news or topics selected in depth beyond the everyday, 70 points over one hundred have been decided according to the degree of scope, that is, the “degree of scope of the medium in its area of influence”.

Like last year, this year there are also differences in what each media has received. More than 94.000 € have been distributed, especially among the Internet portals, but, like last year, Hekimen wants to show that giving absolute leadership to a criterion, in this case the scope, has a great influence on a call so important for the sector that requires an extended reflection, paused and, to the extent possible, contrasted with the sector.

Last year, Hekimen stressed that the call for grants was the same as in previous years and that the need to share it among more and more media was not the support needed by the sector, considering that government aid is losing specific weight year after year. It should be remembered that these subsidies granted by the Basque Government are the most important for the sector and that, eliminating this year's rise, have been frozen practically unchanged since 2012, after a million euros drop (-15%). The subsidies granted to the media by the Provincial Councils of Bizkaia, Gipuzkoa and Araba are generally unchanged.

The allocation of a score of 70% within reach led to major changes in last year's resolution and Hekimen raised to the VFL a number of recommendations for inclusion in the call:

- We must take into account the nature and extent of each medium: not all media have a potential audience.

- When measuring the scope, in addition to the coverage, it is necessary to assess the frequency in which the product is distributed, and when measuring it, the same unit must be considered for all, for example, the number of weekly readers for all.

- Also, to measure the scope, homogeneous variables are required:

- The same way to score the reach

- The same way of measuring range

Given that the recommendations have not been taken into account and that this year the same criteria have been followed as last year for the distribution of subsidies, the Basque media association wants to reiterate that:

- That the media sector requires a broad reflection that is reflected in the call for grants.

- Given the scope, efficiency and efficiency of the sector, the media needs new investments that exceed the annuity and allow a multi-year call for grants.

- We must take into account not only the economic part of the sector, but also the social part.
